Since 1955, successive Law Commissions have produced reports recommending changes to Indian law, and nearly every one is a free PDF. If you've ever wondered why a particular provision exists, or why reformers keep asking for a change that hasn't happened, the relevant Law Commission report is usually the clearest primary account of the reasoning — better than most textbooks, because it's the actual argument that was put to government.
