Cornell Legal Information Institute (LII)
The original, and still the benchmark

Cornell's LII, founded in the early 1990s, is arguably the ancestor of this entire movement — the free US Code, the Code of Federal Regulations, every US Supreme Court opinion since 1992 plus 600-odd historically important earlier ones, and "Wex," a plain-language legal encyclopedia written for non-lawyers. If you want to see what "explain the law simply" looks like when done exceptionally well, Wex is the reference example.
